Negaron por ser extranjero con residencia desde hace 59 años. Me sugieren que vaya a Reforma 51 a preguntar directamente en la oficina central, pero ya escribí al correo que está para contacto en la página del INAPAM y me confirma que las tarjetas para extranjeros están temporalmente canceladas

Mexico certainly has anti discrimination laws against foreign residents. The question is can you find a lawyer to bring your action and is it worth it? I am a lawyer and permanent resident who found it wasn’t. But, as I get older and need an exit strategy, I am considering rocking the boat. They had me to spend all this money to get certain benefits then they deny them with a lie. I was told it would probably change under the new Presidenta. Apparently, it hasn’t!

Hi I’m Mario, even for a citizen born in Mexico is difficult, the clerkd thrive on rudeness and not service like the USA, once you have the card and you show it to let’s say a bus company like Omnibus, they tell you you have to wait for the next bus to give you the discount, they play games with seniors, it’s s cultural thing or lack of., but only when they loose their jobs do they realize how good they had it.

With my RP card and copies, utility bill and copy, CURP printout copies, passport and copies, and infantile-sized photos I trekked to the Mexico City Office in Obregon to apply for my INAPAM, arriving at 6:30 a.m. for an 8:00 a.m. opening.

This location indicated that proof of naturalization was required. I asked when that new requirement was imposed and got no answer. The poster that was hanging there listing requirements had no mention of a naturalization certificate as a prerequisite. Same for all of the on-line INAPAM resources. I was told the same thing by two staffers there. So, my guess is that this was not the discretionary act of an individual, but policy of that location.

I have a passport of the Estados Unidos de America, so it may be a special provision for that sub-group of immigrants as an understandable response to a lot of noise and hostility from north of the border. I have learned during the immigration process to not take things personally and to bounce off a negative result and try somewhere else. My impression is that the bureaucratic processes here are notably localized so “no” one place may be “yes” elsewhere. I’ll be trying again soon in a new domicile and will report back what happens at location numero dos.

Update: CR is now 45%(!) higher CoL. And I checked the list of new taxes or changed procedures/rates, … long as my arm. Was fun while it lasted, but not any more.

I have had my INAPAM since January 2016. Unfortunately, my purse was stolen in Puerto Morelos. Of course, my card was in because I just paid my taxes. I have to go to Playa del Carman or Cancun for a new one.
This was not my fault, my purse was hiding down behind my car seat. The window was smashed and they took my purse, CD, beach chair and beach blanket. It was 10:00am in the morning busy street.
I am not leaving their office without a replacement card. I have photocopy of my old one.
This has costed me enough money and aggravation.
Will keep everyone posted on the outcome.

The office is now requiring an INE card, which is a voter’s registration card, which to me, apparently, makes permanent residents ineligible for the card. It must differ from state to state. I was also ineligible for my property tax discount at age 60 when I presented all documentation. They also were requiring the INE card.
