My experience over the last 10 years: 8 in San Miguel de Allende and 3 in Guadalajara is that when a dog is OWNED ;and in EVERY apartment I have rented, with the exception of 1, there is no consideration for neighbors. It often starts at 7 AM and can go on for an hour or so, and then on and off throughout the entire day. As a dog lover and a foster mom to a wonderful street dog in SMA, it is cruel to allow a dog to be frustrated and unhappy as evidenced by barking for most of the day. If owners don’t care about their dogs – what do you expect from the population in general? I bought a stop barking device which does work if placed properly. One neighbor actually built a high wall between my rental and their yard so that the machine could not deliver a direct signal to the dog. He was Mexican – she Finnish.

As an animal lover, I believe the number one best thing you can do to help their cause is to get involved with volunteering at sterilization campaigns. This is the only effective way of helping to reduce this problem for future years. While rescuing a stray and bringing them into your family is a wonderful thing to do (we have 5), effective spay and neuter programs are the only way to make a meaningful dent in the misery of so many animals.

Gary, I was just in La Paz, MX on 2-10-25 with my goddaughter. Two stray dogs came barreling out of an alley as we were walking back to our hotel after having a pleasant lunch. One of the dogs bit me on the heel of my foot and kept running. No owner, no proof of vaccination. I had to return to the US to get the rabies vaccine. I’m not buying the hype that rabies doesn’t exist in MX. You can’t convince me that ALL dogs have been vaccinated. I was going to retire in MX but reconsidering if I want to do that.

The town used to keep street dogs under control by culling the population on a regular basis just like they do everywhere in the US. Then Americans and Canadians complained and put extreme pressure on the locals to stop this practice which they did many years ago. Now the street dog population is out of control and attacks are common (especially on people riding bikes). Many people have ended up in the hospital due to bike crashes caused by the dogs. Almost all Mexicans and many Americans now have to ride with bear spray and a pipe in one hand to try to stop the attacks. So these do gooder foreigners came to a town that did not have a dog problem and caused a dog problem through their compassion which just exploded the population of unwanted malnourished street dogs. How’s that for respecting the culture?

You think you can tell a rabid dog just by looking at him, Gary? Given the actual data, chances are you’re wrong. If you don’t like the culture where you chose to live and refuse to assimilate, you’re right to leave. I suspect no one will miss you. These dogs weren’t given the opportunity to be safe, healthy, and loved. You, on the other hand, chose to be the type of person you are.

As a dog owner [five, including two street rescues] you could not be more wrong about the “well fed and well cared for” part. Yes, they are docile and sweet. They are also loaded with ticks, fleas, and intestinal parasites. Many of the ones I see, you can read a newspaper through with a strong backlight. One thing about them is when you do adopt them or care for them, even at vet spay/neuter clinics, they are so grateful for the attention. The adoptees NEVER forget who saved their sorry carcasses from the life on the streets.

An interesting exercise is to tally the number of males you see [easy because they are never fixed] vs. number of females. It is wildly skewed toward males, because the females are screwed and puppied to death at a very young age.
